Caro Quintero Fears Being Extradited from Hospital to the United States

After reaffirming the requests for legal protection against his possible transfer from the Toluca hospital, where he underwent prostate surgery, to Altiplano prison, and due to the alleged lack of communication with the elements of the Secretary of the Navy, drug trafficker Rafael Caro Quintero has filed a new request for guarantees.

The former leader and founder of the Guadalajara Cartel fears that from the Adolfo López Mateos Medical Center in Toluca, where he is currently hospitalized, he may be transferred to the United States in a possible express extradition, similar to what happened to Ovidio Guzmán López, son of kingpin Joaquín Guzmán Loera.

This weekend, Caro Quintero’s lawyers filed a written claim requesting judicial protection so that their client is not transferred to the United States under the extradition procedure 5/2013, which is being processed in both the Sixth District Court of Federal Criminal Proceedings in Mexico City and the Secretary of Foreign Affairs.

The judge ruled it inappropriate to grant an immediate suspension of the act claimed by the complainant, estimating that there is no evidence of acts that pose a risk of life deprivation, attacks on personal freedom outside of procedure, lack of communication, deportation or expulsion, forced disappearance of persons or any of the acts prohibited by Article 22 of the Constitution.

However, the judge granted a provisional suspension so that “things remain in their current state and any act tending to extradite the complainant from national territory is suspended, exclusively in the case that it has been or will be ordered by any of the authorities designated as responsible, until an interlocutory decision is issued that resolves this suspension incident.”

The judge admitted the claim and set October 20, 2023, as the date for the constitutional hearing; meanwhile, previous and justified reports have already been requested from the authorities identified as responsible.

Rafael Caro Quintero is sought for international extradition by the United States for the kidnapping, homicide, and clandestine burial of a DEA agent in February 1985 and various drug trafficking-related crimes.

Last week, the inmate was urgently transferred from the Federal Social Reintegration Center number 1 “Altiplano,” in Almoloya de Juárez, to the Adolfo López Mateos Medical Center, to undergo prostate surgery, an ailment he has suffered from for more than a decade.

  1. Mica what do you think about his situation, do you think he served his time for thisc rime in Mexico and the USA should leave him there? Do you think the CIA was involved in it? Read so many theories about this case over the years I don't know what toi belive.

    1. Good questions. RCQ is old now and starting to have health issues. Considering how rare it is for Mexico to extradite a most wanted drug lord, it’s not worth using it on RCQ.

Nobody outside of our community of readers knows who RCQ is, a trial would begin in 2 years, it would be a 6 month circus, and he would only spend 10 year in jail before he dies.

The CIA involvement is interesting. I have seen some compelling evidence, but also talked to multiple LE involved in Kiki’s case who say the CIA was not involved. Based on everything that I have seen, I don’t think the CIA was involved when Kiki was alive.

  2. Excellent points as you stated due to his age andhealth issues it's pointless to bring him over but sometimes the USA government likes to make statements so I bet they try their hardest to get him over.

    Good point on the CIA.
